Rept. 94-473 located at 1976 U.S.C.C.A.N. p. 5659 and p. 5810, and at v. 13136, pt. 8 and v. 13096, pt. 7 of the U.S. Congressional Serial Set. See also H. Rept. 80-254 at 1947 U.S.Code Cong.
